You should ask your developer the following: -
Do you meet any standards? (e.g. Compliant HTML, CSS, Accessibility)
Although this may not mean much to joe blogg's corner shop it is often the trademark of a reputable web developer. By meeting the above it shows your provider is committed to meeting standards and is not just an emerging graphic designer working from a bedroom.
By meeting web standards your website is naturally more adept at meeting the accessibility requirements set out by the W3C and the US Section 508 Law. The UK's law DDA also applies to websites. Section III of the DDA, which refers to accessible websites, came into force on 1st October 1999 . You need to assure that your website is made with accessibility in mind.
